Foreign Workers in Singapore: Manupulaing Human Resources 

Foreign workers contribute to nearly a third of Singapore’s workforce and still growing steadily in the past years; the majority of them work in construction and marine sectors. From 1960’s onwards Ministry of Manpower manipulates its policies and guidelines as a way to organize and control the influx of foreign workers through levy hikes and stricter quotas. The workers are organized according to hierarchy, nationality and income levels.The large number of migrant workers are known to raise social tensions and overcrowding in public areas such as public transportation and some particular neighbourhoods.The government, consequently  sought to implement rules and regulation on various types of housing and their specific requirements that could accommodate foreign workers as a way to organize and control the total workforce.
